Legal Question in Credit and Debt Law in Florida

My daughter bought a car here in Fl. from a buy here/pay here place. I (mom) paid the balance owed on her car, in cash. The dealer refuses to send my daughter her title until she comes back to town with the car so he can remove the GPS, which was never disclosed to my daughter at time of purchase. Is this legal?
