if an old account was charged off due to bad debt can a collection agency sue me years later for the balance plus intrest

Depends on the amount of time which has elapsed. If it's been more than 4 or 5 years, you can raise the defense of statute of limitations (the amount of time varies depending upon the basis under which you incurred the debt)
