Can a credit card company obtain an arrest warrant for the debtor of outstanding debt(debt is not fraudulent) after attempting to seize assets and obtaining judgements?

Yes, but not on account of not paying the debt. Rather, the arrest order can issue from the Court for your failure to obey the Court's order for, for example, not appearing for an examination in aid of execution,if you were subpoened to attend. The 'arrest' is the punishment for not obeying the Court order. Your failure is an example of contempt of court. Note, the order of bodily attachment must have a purge provision.
