I received a phone call about a judgement made against me for a credit card debt. When I got the original account number it didn't appear on my credit report at all. When I asked about this they said that it was removed from my credit report when it went on public record. Is this accurate?

The credit reporting agencies won't tell any of us how and why things are put on and taken off people's credit, so I suppose it's possible, but I don't think it's likely. Normally, debts come off a credit report seven years after the last payment and for no other reason. They're not releated to the public judgment that gets placed on credit after the credit card company wins a lawsuit against someone.
