Not without a court judgment.
If they have a judgement against you, yes. See a consumer lawyer and read my website about collection violations and garnishment. Want to know the law without going to law school? If they are a granted a judgment from the court, then garnishment is an option to them to enforce the judgment. If you are not aware of the judgment, it is possible they filed a Complaint (initiate a lawsuit against you) and you failed to file an Answer with the court within 20 days; they would then be able to obtain a Default Judgment against you.
