Legal Question in Credit and Debt Law in Florida

My deceased brother ran up a credit card debit on my dad's card. He has been paying a collector 50 a month since he is receiving only social security and a pension. He has now received a judgement and has dementia. Can they take his social security or pension and will my mother be held responsible. She is not a signer on the card?
