double billed for pest controlled services

Services for pest controll were given. Credit card was billed feb 06 935.oo twice. 2nd billing was cancelled due to failure to complete job; when completed properly I pay company in check form which was cashed. Credit card co. recharged me the 935.oo because merchant did not credit my account as of today,although they cashed my check. Promised to reimburse me 11 months ago-still hasn,t reimbursed me. Called pest co. several times and keep telling me they are going to send a check; because they changed banks and can't credit my charge account. 11 months later still no reimbursement. Is this fraud--can I call the police? or my only choice is small claims?

Even if it is fraud, it's a civl matter. You should probably consult an attorney before you go to court. You may have claims against the merchant you haven't thought of.
