I didnt have the proper insurance to cover that. I want to know is it possible for this not to effect my lisence and can i dispute this or at least attempt to settle for a lesser amount.

Re: financial judgements
If a judgment was placed against you as a result of a civil suit over a car crash, your license gets suspended. Period. You may need to speak to a lawyer to find out how the judgment got issued without you knowing about it. Maybe the judgment can be set aside.
Of course, any judgment can be settled if the other side is willing.
Another possible option to get your license back is bankruptcy.
