I was sent a garnishment letter for a debt that they say occurred in 1993. I do not remember this. How can I find out about this

You can demand verification of the debt from the creditor in writing. Usually in order to garnish wages they must have a final judgment against you (unless it is for a student loan, taxes, or child support). In most cases judgments only last for 10 years unless they are renewed. Given your debt is almost 20 years old this may just be an attempt to revive a debt past the statute of limitations. You may want to have this document reviewed by an attorney who practices consumer protection law.
