Garnishment - Single and living with someone

I obtained a judgment against an individual after he failed to make payments agreed to in the Final Order. He has not paid anything in the 8 months since the judgment and I have started garnishment paperwork against his wages. Can he claim Head of Household if he is not married and has no children, but lives with a woman who has a 16 year old kid?

Also, can I garnish his income tax return?

He can claim head of household. Then you would have a hearing before a judge. The claim should be denied.
