Garnishment for taxes

If a person doesn't own anything, has only a pension and social security income, but owes a lot of taxes can their pension or social security be garnished if they continue to make a small payment each month, but not enough to cover the penalties?

The creditor can garnish or levy upon any non-exempt asset. Your voluntary payments without the creditor's consent, is not binding upon the creditor.
