Girl moves in with couple, supposed short term, not on lease. Girl loses a ring. Legal tenants find the ring after girl moves out. Is it legal for tenants to keep the ring?

Ethically, it is repugnant for the tenant to keep the ring. Legally, there are two things to consider: Criminal law and Civil Law. It would be hard to get a conviction for "theft" of the ring. However, the girl could sue in civil court for return of the ring or damages.
