are heirs legally responsible to pay the debt of unsecured loans ie:credit cards of a relative that passed away ??

No. As long as you do not sign or co signed with the deceased any debts, then you are not responsible. Don't make the mistake of agreeing to pay for a debt if a creditor calls as at that time you may be held responsible.
