Can a hospital turn you over to a valid collection agency for only paying what you can?

Meaning I am paying a monthly amount but they still send notices from their collection dept. for the entire amount owed and are threatening to turn over to an outside collection if not paid in full

As long as you are paying something and they are accepting payment, then they have actually agreed to new terms. If they threaten you per sonally you can file an action against them for stalking (which includes harrassment - which they are doing)

Unless the new terms are in writing, I would not bet on any "agreement{" being valid. The Federal and state laws do provide protection under the Fair Debt Credit Acts.
