Legal Question in Credit and Debt Law in Florida

My husband and I have different last names. I have a previously outstanding bill with the electric company from a couple of years ago. We were married then and are still married now. They've transferred my debt to his account. Is this legal?

Bank cannot do this unless there is an agreement to do this. Request agreement if any.
