Legal Question in Credit and Debt Law in Florida

Can an interna medicine doctor at Memorial Hospital in Jacksonville, Florida have a patient's wife arrested for nonpayment of an outstanding debt owed to the doctor? The patient and his wife are on Medicare and AARP as their supplementmental medical coverage.
