International Students Financing

Mi wife owns a company in Argentina which is associated with an American Company in the U.S. This company sponsors students from the hospiality industry in Argentina to go to the U.S. to do internships. The students have to come up with $ 2,500 (between fees, visa, medical insurance and travel tickets) which is very difficult for them, so I was planning to finance these expenses, signing a contract in english specifying terms of payments and have it notarized in the American Consulate in Buenos Aires. My father in law leaves in Florida. My question is could he, in the event of non payment by the student, and once he is working in the U.S.A., go to Small Claims Court in Florida and request from the student's employer to retain part of his salary to satisfy the debt ?

If he is empowered to represent the company as its agent he will be able to handle the small claims court cases in Florida. They must file a certificate of doing business in Florida.
