can a judgement from 2009 come back and put a levy on my bank account with me on ss disability

Yes, BUT you have a statutory exemption for any money from SS Disability. Make sure you complete any forms you might receive from either the clerk of the plaintiff's attorney. Freezing your bank account is not the same thing as actually getting the money in your bank account.
