what is the law on cars towed from an accident regarding unpaid bills , no contract to tow , what recourse does the tow company have to collect the bill.

The tow company will likely be paid by your insurance carrier, or the other party's carrier. Ultimately, though, you are responsible to the towing company because its your car.
