Is it legal for college to withold transcripts if I owe them a debt?

I owe a bit of money to a college I attended. I am attempting to apply to a different college now, though, and need to have my transcripts sent. Is it legal for them to refuse to fax my unofficial transcripts (or to mail official ones)?

Read the fine print of all agreements and the student handbook. Most colleges and private schools do this and it is usually spelled out in one of its materials.
