who is liable for a patients medical bills

Spouse dies in hospital while vacationing in Florida.

I'm told by hospital personel that I'm not liable for the medical bills not paid by insurance.

Am receiving letters for collection agents for these bills.

What's the law?

If you do not owe the money, then you may very well have a claim under Fair Debt Collection Practices Act against the collector and the agency. I urge you to seek counsel to protect your interests. You may reach me at 305-940-8080.
