Legal Question in Credit and Debt Law in Florida

We live in the State of Florida. My husband has defaulted on student loans. The IRS has taken his income tax return for the past 2 years to pay tords the student laon. A few days ago we get a phone call from a company called Windham Professionals telling us that if we don't make arangments to pay back the dept that my husbands wages will be garnished up to 15%. My husband explained to them our situation. They wanted my husband to make a payment to them of $1,000 a month. That his over half of his monthly paycheck. We would lose everything. Our car, food on the table etc. My husband's income is the only income we have. I do not work. I am a stay home mom and home school my children. If my husband's income is the only income we have can they garnish his wages in the State of Florida?
