i took out a loan and since i did not make a payment they said they can charge me with fraud is that true

No, unless the lender has proof that you were deceptive in your application and never
intended to make payments. If you can show that you were unable to make such payments
and that when you applied, you believed that you could repay and intended to repay the
the loan. The lender or collection agency is using a charge of fraud, a criminal charge, to
pressure you to pay. It is not unusual.
