is a married surviving spouse responsible for credit card debt only in the deceased spouses name?

Generally, no. However, the spouses estate is. Thus bank accounts, cars, and other assets in the deceased spouse's name may be subject to collection.
I suggest you discuss the matter with a competent attorney to clarify what assets may be subject to the debts.

If everything was held jointly by you and your husband, the answer is no. If no estate is opened up because there are inadequate assets, it is unlikely anyone is going to chase the estate for money. If there is money in the estate, then see a lawyer who handles estate practice.
