Maximum debt collection allowed by law

A friend is presently paying 56% of his salary in child support payments. I have heard there is a maximum amount allowed by law to be garnished from someones paycheck, and certain exempt income (to ensure someone can continue to live, work and eat). If this is true, what is the law (Federal and FL state related), where can I find it, and how can my friend stop this collection activity that is beyond his ability to pay and live (for example, if he was unemployed, he couldn't pay anything.
