If a medical office ( imaging center ) accepts your insurance card can they then refuse to deal with your insurance company and just bill you for the fees?

If the imaging center is part of your insurance, it must accept your insuance. Call your insuance company. If it is not part of your insurance, then more facts are needed to answer the question, siuch as did you know it was not part of your program, what did you sign, did it represent that it was part of your program?
