Legal Question in Credit and Debt Law in Florida

My mother has been getting calls from debt collectors, about a credit card that she has never owned. They have her name and social security number on the card as well as my sisters name. The charge on the bill is in excess of $25000. My sister is now pressing charges against my mother saying that she stole my sisters card and ran up the bill. What can be done about this?
