motion to compel or motion to sanction

Can a collection agency file a motion to compel and/or motion for sanction because i refuse to fill out what they said was a court ordered fact information sheet of all my personal information and belongings?

Forget whether it's a collection agency. The question is whether there is a judgment against you - a creditor who has a judgment against you can require you to complete the Fact Information Form, if it requires you to do so in the judgment. If you fail to do so, the judgment creditor can ask the Court for sanctions. If this is before a judgment is entered, the answer is no.
