Negotiable Instrument

My husband's mother paid fees to an attorney for a divorce. My husband and I later reconciled. All his belongings were detained within her home, she would not release his property to him unless he signed a paper stating that he would reimburse her the fees for not going through with the divorce(please note that she was willing to pay the fees for the divorce for she was defending herself for rights to see the children, which I was fighting for them not to be around her.) My husband signed this handwritten paper. Upon receiving his property, his mother trashed and/or disposed of a lot of items that belonged to my husband which was obtained during our marriage. For instance, a $1000 watch I purchased him for Father's Day was trashed, all the pictures my husband had of me were ripped in shreds, and other material items that she decided to keep or throw away. Is my husband bound to this agreement legally? Can she take action upon him even though she destroyed his property?
