As previously stated the documents that start a lawsuit are a summons & complaint, and they must be served on you in the proper manner.

A notice of filing sounds like a fake legal document that the collection company/debt buyer is using to scare you into paying the claim. This would be a violation of the FDCPA (Fair Debt Collection Practices Act), and would allow you to sue them and collect damages and pay your attorney's fee.
