Pay creditor without history payment or verification of balance

I am telling the creditors what I can agree to pay monthly and it is refused. I also requested a verification of balance and payment history and creditor is telling me - they can't supply this to me. What are my rights when I am trying to pay my debt but no history of payment and balance will be given my old accounts (last pmt made 1999)with one creditor? Should I send in a payment on the accounts without my requested information? Prior to this they have not contacted me from year 2000 - 20003 and I released a ''cease and desist'' order 2005.

If you pay or send a written acknowledgment of the debt, you extend the statute of limitations If you have not done either, don't!
