Payment

I have a debt that I don't dispute, I called them yesterday to settle and come up with a payment plan, they told me they could not work with me, I had to pay them X amout in 2 or 3 payments which I cannot afford, they also told me they would return any payment other than what they say I have to pay? Can they do that? or do they have to accept anything I give them?
