payments in arrear

my brother who is a resident of Bs As Argentina leagally loaned a person who lived in Argentina a substanial amount of money, he has recently moved to Florida with his wife who is a US citizen, and has not made a payment since moving, he himself is not a US citizen, can any pressure be applied to this individual to satisfy this loan? can his or his wifes credit rating be affected in this country? also can he be gainfully employed in the US

The answer depends upon what proof you have of the loan and whether he has assets to pay it off should you obtain a court judgment against.
