At what point does calling someone on the phone, then hang up on them when they answer, become harrasment?

I operate a commercial motor vehicle for a living, I have been receaving calls from the same 888-###-#### a number of times a day, when I try to answer, the party calling hangs up.

You've already reached that point. You may call the telephone company and notify the police, but I don't know what they'll be able to do. The phone number will probably lead to a dead end.
