What does this mean: ""...presentment and dishonor are conditions precedent to start a claim to enforce a money order ..."?
Must I present the money order physically, or can I make the demand in writing? Can a negative response to a written demand for payment be considered as a 'dishonor'?

It means the money order had to be presented to a bank to be cashed or deposited and the money order was subsequently not honored because of some reason (dishonor).
