Proof of Charge

I have been disputing a store credit card charge since 1999 for a charge that appeared on my credit report dated in 1998. I never received a bill and no one has the information I need to find out what the charge was and to prove the debt valid. The collection agency says all they need to send it to legal is the fact that I owned the card. They can't prove this charge is mine. Do they have to have proof of purchase and provide me with signitures to prove the debt mine? Or do I have to prove I don't own the dept? If so how?
