Legal Question in Credit and Debt Law in Florida

Hi, my question is this: I ma currently unemployed due to a layoff thru a company i worked for for 3 years. My wife is the only one working at this time and on friday like usual her check went into our personal checking account on friday by direct deposit. We called our bank and found out a automatic charge of $396.07 was taken out of our account without our permission or knowledge!! Now our account is negative for bounced check fees and we are just stunned!! I called the bank and they said a court in a county in Indiana did that that i use to live in 5years ago. I currently live in Florida. I cant get a return phone call from that county, and the case # they gave me is a case from 5 years ago that as far as we knew was closed. I always thought the only people that could reach into your personal checking account and do that with no notice is the IRS!! I mean, i didnt even get a piece of mail of any kinda notifiaction or anthing!! And now the heartache this finacial sitution on my wife and 2 kids in our household is just unreal right now!! Any feed back on this matter would be much appreciated!! Thank you.
