I sold a car to someone who refuses to pay. Do I have a legal right to pick up the car? Does he have a legal right to money in return?

The answer depends upon the type of paperwork that you each signed. It also depends on the status of the title. If the title is still in your name and you agreed to sell but have not been paid, then you should be able to retreive the vehicle since it is still your property.
