Legal Question in Credit and Debt Law in Florida

My son-in-law was in a car accident in Florida 2 years ago. His PIP insurance paid the cost of the repair of both vehicles, but the driver of the other vehicle used workman's comp insurance to pay for time off work. Now the Workman's comp insurance is trying to recuperate their losses by sending letters to my SIL. The letters have come directly from the insurance company and state that they "reserve their statutory rights to seek compensation." My SIL is a student and doesn't have the means to pay this $3000 bill. Is he required to do so without a judge's order?

No. PIP does not pay for auto damage. PIP pays for medical expenses.

Your son in law should contact his insurance company to handle this. That is why he bought insurance.
