Is there a statute of limitation on debt?

In 2000 my Father abtained telephone service through Verizon and ran up a $900.00 bill. I was out of work at the time and could not pay. I didn't hear anymore about untill today when I recieved a letter from a collection agency. Has time ran out to collect on this bill?
