Today around 11am a collections company called me and said i had to pay a debt of $2000+ or settle for $1300 by 3pm this afternoon or i would have criminal and civil court dates against me and they would take my vehicle. do i really have to pay by today at 3pm?

No. They must first obtain a court judgment.

Agreed. The creditor is using a common threat to force you to settle. If you
have any defenses, don't pay and require them to provide information. Regarding
your vehicle, it the vehicle loan is involved, there may be an issue re repossession
but the described tactic to pressure you to settle on their terms should be refused.
