Legal Question in Credit and Debt Law in Florida

I was told by my friend that his wages were garnished due to medical bills under his name... his name being the same as his fathers, who was actually the one obtaining the surgeries and the doctor visits. His father had accrued these bills at the time his son was in Irag with the US Army. When he had come home he was expecting to see the $88,000 that he had aquired while he was overseas. He had recieved the hospital bills when he had come home and was told that his bank account had negitive $465.00. He had contacted different lawyers and was told that they cannot give him his money back but would only be able to fix his credit score. Why is that? Are we saying that this is something that our country allows?
