Legal Question in Credit and Debt Law in Florida

My wife had a student loan back in 1970 in the state of Arizona to go to Pima Medical School. The IRS has taken our income on tax returns several times in the last couple decades to pay it back. I personally feel that we have already paid back the amount of the loan. I have no way of proving it. The loan was only about $10,000. Now the IRS is still saying they are taking our refund this year for this loan. This loan is over 40 years old. Is there no expiration date?
