about a year ago my employer recived an income exacution order from rochester ny for a small claims case that happened 15 years ago a case where a desicion was made whithout my knowledge as i was living in florida the order had a specific amount (1175.00) and they deducted 10% until paid now 6 months later rochester sent my employer a LETTER not a new order to deduct another 1100.00 for intrest my ? is can they do this

Unless the NY judgment was domesticated in Fl., it is not valid. You should have tried to have had the NY judgment vacated for improper service of process.
