Legal Question in Criminal Law in Florida

If 2 minors have sex, why are they not both arrested? Haven't they both had nonconsensual sex, or statutorily raped?

Sometimes they are both arrested and it is a crime for both. However, there is a double standard often, and the majority of the time it is the male who gets arrested.
