Can a 16 year old minor be questioned and asked to write a confession if the parent has repeatedly ask to be present ?

Yes. Parental presence is not a requirement before they can take your statement, it is only a factor for the judge to consider. It's always better to ask for an attorney or tell them you are remaining silent.
