Legal Question in Criminal Law in Florida
Two 19 yr old in st augutine fl had been drinking. While walking down the st they were stopped by cop and give traffic citation--while walking. Letter comes in mail that charges have been dropped but states atty filed charges for prowling and loitering. They were not near a business and only stopped when the one tripped.How can this be?

I can't answer how it would be without knowing more information. You really need to talk to an attorney in person and explain all the details. Once you do that they can explain if there are ways to get the charge dismissed or some other outcome.
I'm a bit confused also. Were the charges dismissed already? If so, you should consider having them expunged so it doesn't stay on your record.
I can't answer exactly why the SAO would file charges.
