Can you accept a plea in a criminal case (Florida) if hearing is not a "plea hearing" (ie it is a "competency hearing"). Also does plea have to be in writing?

A plea can be accepted at any time, so long as the judge agrees. There is no requirement that a plea be in writing. Putting pleas in writing is more of a "CYA" move by judges and prosecutors.
