If your meaning of "a charge where you can't expunge" is because it is ineligible to be sealed, then the answer is no. In other words, certain charges, even if adjudication was withheld can NEVER be sealed or expunged. For example, arson, rape, domestic battery, are just a few examples where the charge can't be sealed/expunged. There are several others too. In that case, you will never be able to get those charges sealed. If it was a different situation, I would need more information.
