Does the ADMENDMENT 709 FEDERAL CRACK LAW, apply to all even those who come back on violation of probation from the charge?

It may not help with the violation charge but it can be applied retroactively to the old charge. It depends on the facts and the judge. With a new violation, it may be that the judge won't look to kindly on applying a lesser sentence on the old crack charge. You should talk to an attorney in person to get more information.
